NCCI’s 2025 Legislative and Regulatory Trends provides an overview of developments affecting the workers compensation system in two parts: the Legislative and Regulatory Trends Report (Report) and two interactive navigation dashboards.

  • Legislative and Regulatory Trends Report—Highlights the state legislative activity that shaped the workers compensation landscape this year. This comprehensive resource includes the latest developments on topics of interest like
    • workers compensation for workplace-related mental injuries,
    • marijuana reimbursement,
    • independent contractors/gig economy,
    • single-payer health insurance,
    • legislative activity by zone and links to legislative and other related resources on ncci.com.
  • Enacted Legislation—Interactive Dashboard —Offers interactive navigation for a countrywide view of 2025 enacted workers compensation-related legislation, as well as enacted legislation from 2022, 2023, and 2024. You can easily sort information by year, state, zone, and topic of interest, and link to enacted bills.
  • Loss Cost/Rate Filing—Interactive Dashboard —Allows you to navigate approved loss cost/rate information based on the 2024–2025 filing season and prior filing seasons.
