An investigation conducted by the Georgia State Board of Workers’ Compensation’s Enforcement Division has led to the arrest of Lucy Margarita Suarez. According to Enforcement Division Director Tammy
Marshall, Suarez was arrested on April 29th, 2026, in Miami, Florida and transported to the Whitfield County Jail. Suarez is being charged with 5 Counts of Felony Insurance Fraud, and 1 Felony Count of Forgery. Suarez, age 33, owned and operated EliteOne Solutions, which was located at 216 E, Morris Street, in Dalton Georgia.
The Enforcement Division’s investigation alleges that Suarez deceived customers into believing they purchased workers’ compensation insurance coverage from her, and then Suarez converted the premium payments to her personal use. Suarez issued the unsuspecting clients fraudulent certificates of insurance as proof they had coverage. As a result, the business owners and general contractors for whom they worked believed there was valid insurance coverage in place. The evidence shows the business owners were uninsured. The investigation revealed Suarez had stolen thousands of dollars from victims who were under the impression they had workers’ compensation insurance coverage. This case is still under active investigation, and it is anticipated that more victims and additional charges will be brought against Suarez.

The Enforcement Division encourages anyone who receives a certificate of workers’ compensation insurance coverage to verify the certificate either by using the State Board’s website under the verify coverage link or by contacting the insurance company directly. All other lines of insurance coverage such as auto, home or general liability should be verified directly with the insurance carrier.
