The purpose of these proposals is primarily to harmonize these rules with the Texas Department of Insurance's (TDI) proposed amendments to 28 Texas Administrative Code (TAC) §§19.2001 – 19.2017 and 19.2019 - 19.2021 (Subchapter U), concerning utilization reviews for health care provided under workers' compensation coverage, published in the July 8, 2011 issue of the Texas Register on July 8, 2011. In addition to these changes made to harmonize these rules with the TDI's proposed amendments to Subchapter U, the TDI-DWC has also made other clarifying or harmonizing amendments necessary to conform to other rule or statutory changes or current agency policy, including prescribing the required elements for a paper version of an insurance carrier remittance. Once the rule is adopted, the TDI-DWC plans to eliminate the DWC Form-062, Explanation of Benefits.
