TX Gov Reappoints Garland and Youngblood to Risk Management Board

Austin, TX (WorkersCompensation.com) - Gov. Rick Perry has reappointed Lloyd Garland of Lubbock and John Youngblood of Cameron to the Risk Management Board for terms to expire Feb. 1, 2019. The board oversees the State Office of Risk Management, which reduces and controls risk by ensuring state agencies' ability to protect their employees, the public and the state's physical and financial assets.
Garland is a retired board certified neurosurgeon and a current private neurological consultant. He is a member of the American, Texas and Lubbock County Medical associations, Texas and Lubbock Surgical societies, and American and Texas associations of Neurological Surgeons. He is a member of the Southern Medical Association, Rocky Mountain Neurosurgical Society, Flying Physicians Association, Undersea and Hyperbaric Medical Society and Congress of Neurological Surgeons. He is also a fellow of the American College of Surgeons, a board member of the Texas Center for Legal Ethics, a member of the Lubbock Chamber of Commerce and Red Raider Club, and a past member of the Texas Judicial Foundation Board of Directors. Garland served as a captain in the U.S. Air Force. He received a bachelor's degree from The University of Texas and a medical degree from the University of Texas Southwestern Medical School at Dallas.
Youngblood is judge of the 20th Judicial District Court in Milam County. He is former director of the Texas A&M University System Risk Management and Safety Office and a member of the State Bar of Texas, Milam County Bar Association, and Texas Aggie Bar Association. He is a board member and vice president of the Cameron Industrial Development Foundation, a board member and past president of the Yoe High School Scholarship Foundation, and a past board member of the Cameron Area Chamber of Commerce, Milam County Workforce Commission, and Cameron Rotary Club. Youngblood received a bachelor's degree from Texas A&M University and a law degree from the Baylor University School of Law.
These appointments are subject to Senate confirmation.
