Flynn Appointed Associate Chief Judge For California DWC

Oakland, CA (WorkersCompensation.com) - The Division of Workers' Compensation (DWC) is pleased to announce that Administrative Director Rosa Moran has selected Ellen Flynn as Associate Chief Judge. In this position, Flynn will oversee the Southern California offices, monitor procedures for effective calendar management, participate in the implementation of policies, staffing and other operational activities.

Flynn will take over for Mark Kahn, who is retiring after 31years of service with DWC. He started as a workers' compensation judge in January 1981, served as presiding judge of the Van Nuys district office from 1985-88, and then assistant chief of the division until 1991. That year he became associate chief judge, a position he held until his retirement June 2. Kahn is working as a retired annuitant through August.

“Mark Kahn has set a high standard with his wide-ranging experience in workers' compensation law and his skill and dedication,” said DWC Administrative Director Rosa Moran. “With Ellen Flynn, the division is assured of being in good hands going forward.”

Flynn has been the presiding judge at the Anaheim DWC district office since 1991. She joined DWC as a workers' compensation judge after working for State Compensation Insurance Fund. She was named Judge of the Year in 1991, in a joint presentation by the California Applicants' Attorneys Association and California Defense Attorneys Association.

Flynn received her bachelor's degree from University of California, Los Angeles and her JD degree from University of San Diego. She served on the executive committee of the Workers Compensation Section of the State Bar as well as on the Board of Directors of the Conference of California Workers Compensation Judges. Flynn has also been a speaker at educational programs for the State Bar and for local workers compensation groups.
