I believe these numbers are not the $$$ that were eventually accepted or negotiated or awarded by the court but are the average amounts generated directly from the reports submitted by the rating physicians prior to any particular case determination.

Thats completely what I mean by if the client is in need of the money, they just might accept the first offer that is given...
