How do commissioners decide about impairment ratings when there is a significant difference between the IC doctor and Lawyer doctor ? Any guides or just the testimony itself? What about medicare set aside? Maryland

they have seen most of the doctors reports before and have an idea as to how they rate and where the various doctors ratings fall within the range.
generally a judge or commissioner will look at how complete the examination is and how well the findings support the conlusion.
The AMA 4th edition is used by Maryland and the commissioners can judge who is adhering to the proper use and which doctor is deviating.
