I was hurt in Aug. I have a "specialist" for one of my many injuries. He feels that I am "fine" and need to return to work ASAP. I have been out since Feb. Can I get a second opinion? There are only 3 (WC) hand Drs in my state and he's one of them.

1st , Welcome to the forum. We need to know what state you are in. comp laws vary state to state.

you can always get one at your own expense. If you want the carrier to pay for it you can put in a written request. whether it's a doctor or your choosing or theirs depends on the state comp laws.
Most states have websites with their rules posted. since you didn't give yours i can't tell you where to look other then the home page of this site which has links to many.
even if the opinion is different the carrier is not bound to follow it. it just gives you a reason to appeal the decision to your state work comp board.

Also besides needing your State, why do you say incorrect diagnosis?
