Attorney question..
20% is the norm in PA. He can not take the fee without a decision either from the board or the judge granting the fee. So, if there is such a decision and the fee is not yet being taken out, this is just a processing delay. If no decision exists granting the fee, then he is not yet entitled.

I think 20% percent is alot? Usually lawyer only charge 10-12% if they win your case and if they don't you don't have to pay them anything. Hope that helps!
