released full duty but still have arm/leg weakness

How can i be released for full duty when i cant lift a 2 lb weight on left arm after after 3 sets of ten? I injured my neck in january and have weakness in left arm and leg . Get by for a short time but then get weak in arm and also can't keep balance on rough ground due to same in leg. How do you get second opinion or am i to late? thanks from Iowa.

Back:
have your job description/ critical duties reviewed by your doctor and request a supplemental opinion.
You can ask your doctor to get a second opinion on your condition.
You can request the carrier refer you for a consultation on your condition.
You can make a written request to the carrier for alternative care. You must include your reasons.
“ If the employee has reason to be dissatisfied with the care offered, the employee should communicate the basis of such dissatisfaction to the employer, in writing if requested, following which the employer and the employee may agree to alternate care reasonably suited to treat the injury. If the employer and employee cannot agree on such alternate care, the commissioner may, upon application and reasonable proofs of the necessity therefor, allow and order other care. ”
Iowa code 85.27(4)
