If you got a permanent injury due to a work accident and for status of limitations your claim is not active and also the time for worsening conditions is past due.
How can you file a new claim for condition that is permanent and was previously under workers comp.
Any help will be welcome

Sounds like you and ravenzdad have a similar situation.
Its likely you can't get additional comp benefits.
Contact an experienced work comp atty who will review the details of your situation and give you legal advice.

Edit:
someone familiar with Florida case law may find an exception.

Wahoo!
Did they concede the issue or did the judge find against them?
