Close 2 cases at once?

 Hi everyone, I hope you can help

I injured my right shoulder at work March 2014. (Labral tear and tendinitis). 

29 weeks later, in October 2014, I insured both elbows at work. 

It is now time that I close both my cases, and my lawyer, whom I don't trust fully, is saying I can only get 29 weeks payout on my shoulder because the cases collide, limiting myself to about 1/3 of what I should be rewarded too. 

He said it's a "savlo" case? Where I if I'm compensated 700$ a week for my shoulder, and the 700$ a week for my elbows that would be 1400$ a week, and workers comp only allows up to 800$ a week. 
Hence them colliding into eachother. 


I spoke to another lawyer who said that isn't true. 

Has anyone had any experience with this?  I want to make sure I am fully compensated for my injuries.

each state has their own rules and benefits; there is no one answer for every comp claim in the U.S.
why haven't you switched attys?.
many states have a legal specialty for work comp; check on your atty.

I'm not familiar with the term "savlo"; is it the name of a precedent case in your state?
it sounds like there is case law on when disability ratings can be combined into a single large rating (max rate but paid longer)or kept separate ( double payouts running concurrently).

I live in New York.  I may switch attorneys, even if he gets me the same as my current attorney potentially would have, atleast I feel safe and like he is doing everything he can for me
