In February I suffered a mini stroke due to workplace stress, harassment by management and work overload. I have requested a transfer to another division or department. While I am capable of completing the same job duties, if I return to the same position, I will be further stressed and harassed by my supervisors and managers. Would it be reasonable for my return to work be contingent on restrictions that require me to be placed in another position and away from the specific staff that caused my ill health?

it may be "reasonable" in the general meaning of the term but it may not qualify as a reasonable accommodation in the context of a specific employment situation for ADA purposes. it may also depend on whether the restriction is temporary or permanent.
such a restriction may require you to seek other employment within the same occupation as workers comp does not require an employer to create a position for an injured employee.
