came off work comp, then went on STD, paycheck small

i live in PA. i was on work comp for 6 months for a muscle tear, and i recently went back to work. I have been working for 3 weeks since coming off work comp and now i need to go on short term disability. However the paycheck my employer gave me is low since they calculate it by the past 12 weeks i have worked. Since i have only worked 3 weeks and been on work comp for the other 9 weeks, my paycheck is really low at 8 hours per weeks i will be paid. Why didnt the work comp payment get counted towards the 12 weeks? can my employer pay me only 8 hours/wk for STD even though i was out on work comp for 9 weeks and work only 3 weeks? i am getting 100% of the STD by the way.

If you are going back off work due to the injury, you should be going back on WC not STD. Why are you going back out of work?

I don't know how std works in your state or what the rules are.
generally workers compensation disability checks are not considered wages or earned income. i would check with the STD governing agency for information on the how benefits are figured.

STD is a form of insurance. Check the policy document. It should spell out how the benefit is calculated.

STD is paid out by the average amount i am paid for the past 12 weeks. I have only worked the past 3 weeks and the other 9 weeks, i was on work comp.

paid by whom? that's the relevant question.
your bank from a loan? or a cash advance?
or selling something on Ebay? or gift from your parents? or your tax refund? or disability insurance payments?

likely they only use wages from an employer. but you need to check it out.
