I was injuried in November of 07. Since that time i have had 2 surgerys. And both docs have gave me impairment ratings,now that it is time to settle the IC wants to go with first one,but the first doc didn't fix the prob, came to find out I had a torn ac tendon, and the second doc put a screw in it. I am just wondering which one they should use.

First one assuming the "fix" makes you less impaired, right ?

depends on if there is a dispute over whether you were MMI at the time of each rating.
it also depends on if the rating is just a difference of mecdical opinion on how the rating was done or were there different findings of functionality.
evidence on these and possiblly other issues may have to be presented to the comp court to decide.

Let me explain a little better.I went to a neck doc first, then to a shoulder specialist, that doc done 1st surgery. Then he sent me back to neck doc, because I was still having the same issue. Then the neck doc sent me for 2nd opinion,where the 2nd shoulder doc done the 2nd surgery.All approved by WC, so i have officially been through 100 x-rays and 4 mri's. So i was just confussed about the impairment ratings, I do have attorney.

the only answer will be whatever your atty negotiates or the judge decides based on the best evidence supporting the use ofach rating.

Are the ratings that far apart from each other?
Is one rating just for the shoulder, and maybe the other rating a whole body rating?
So either way, it's hard to just guess..
