He can get this record and they will not give it to his attorney if he requests it. I have gotten this when I was represented and when I was pro-per without a problem and have assisted others to do this as well. You can call the board your case is located at and ask what you need to do to get a copy of your file. They will mail you an estimate of cost for it.
