Live in Ohio. Are Industrial Hearing Officers fair and impartial in their decision making process, or do they usually side with the companies over injured workers?

it largely depends on whether the ruling was for or against you.
whomever lost probably believes they are unfair.
There are 180,000 hearings a year. the results are not publicly available and it's not possible to say which side prevails more often.
