Accruing vacation

I am in Indiana. I have been on medical leave, receiving W.C. for 9 months. Just found out I am not accruing vacation time because I am not working. Co. Policy says vacation time is accrued for time worked. It's their fault that I'm not working. Why am I being punished again? Is this legal?

Workers comp benefits are specified by law and don’t include leave accrual provisions.
Workers compensation is “no fault” coverage and not negligence liability. Both the employee and employer share the costs and effects of the injury.
FMLA only guarantees absent employees 12 weeks of job protection. Are you sure you are still employed?
