So is it illegal to lay someone off if theyre on workers comp? And can they file for unemployment while also receiving workers comp?

if your employment is covered by FMLA you have 12 weeks of job protection.

If you are temporarily disabled and can’t accept a job offer, you cannot collect unemployment.

I don't know where you are, but in Texas an injured worker can get laid off. Of course, if they do this then the insurance company has to pay benefits.
