That's why it's so hard to find a second attoreny. They are not getting the full %. I could be wrong but I beleive the courst have to approve a change of council. I went on my stat'e WC website years ago and sent them an e-mail asking this question. "what do you do when your attoreny is not working for you and you feel you need another attorney" the answer I got was they needed more info and felt it was a legal issue and not their's. I never had to go further so I'm not positive of what it takes to change attoreny's/
