without knowing anything about your injury, health or medical condition it's is difficult to offer an opinion.
in general it should be consistent with previous reports and supported by diagnostic findings, test results and show the reasoning behind the conclusion.

To be a ratable report the doctor must discuss your disability as it applies to any and all work not just your current employment. generally that requires reference to a set of recognized disability guidelines or detailed discussion of which bodily functions are impaired and to what degree.

In the short Report, it is generally saying you are unable to work at the 100% of your now disability.

It said, you have;

Tos = Thoracic Outlet Sydrome
RSD = Reflex sympathetic dystrophy
DP = Depression

Which is making you unemployable at this point and time.

May I ask, what kind of surgery did you have for the TOS? I had refused to have the bone removed on my TOS condition.
