He did it again

Last week I was on here to say that my check was considerably less than it should be. I talked to IA and he said that if it was a mistake then he would send the difference.Yesterday I received a check for the difference and guess what? For this past week he sent me a check in the same envelope and it was short the same amount as the last week's check,to the penny.You think he might be messing with me? So I am going to take the steps to let this be know.I believe it is a violation and penalties are involved.
Does this seem to happen when one is getting close to impairment rating time?
I left him a message to call me.If I don't hear from him by noon,I will be making some phone calls and it won't be to him.
