budgeting an estimate of future expenses/costs/obligations is a common practice in business and is required by law for insurance carriers-it's how they make the rates that they charge employers. Once the formal award is issued by the court thy will replace the reserve or estimated figure.
the PD rate will be 2/3 rds of you husband's average weekly wage (like TD) but capped much lower: $230/week for ratings below 70%.

I was a claims adjuster 30 years ago but have kept in touch with claims laws even though I've moved on to different jobs.
