DARS Program, Texas

Hello out there, Does anyone have firsthand knowledge on th DARS Program in Texas? My husband got a 15% Impairment Rating. He has not worked in over a year and a half and can not return to his previous employment. He will need vocational training as well as physical rehab after doing nothing for so long.
