Does a list exist indicating which states prohibit or allow a business owner to opt out of workers compensation for themselves?
I don't believe any state allows the employer to be covered.
if you are refering to those executives who are employed by a corporation or patnership, there might be national information from NCCI.

In my State of Colorado--employers can cover themselves--or opt not to.

I would suggest that you determine your risk of injury. For instance--sole proprietorship--sub-S corporations in the construction industry often work the projects themselves & are at risk of a work related injury. An employer would have to be concerned that a construction injury could be so serious that they would need financial assistance until they recover.
