i had my hearing march 31st and the judge made decision and re established my payments , now i recived a c8 form stating the carrier has appealed decision from the hearing and no payments will be made. can they do this and what happens next? how do i get my payments to start again?

yes both parties have a legal right to appeal court decisions.
what happens next is that both parties wait for the next level to make a decision. if it goes against you you will also have the right to appeal again just as they do.
