Connecticut Physician Charged with Medicaid Fraud
Glastonbury, CT (WorkersCompensation.com) - A Glastonbury physician arrested previously and charged with allegedly sexually assaulting his patients was arrested today and charged with submitting false claims to the state’s Medicaid program. Medicaid is a taxpayer-funded health care program for low-income individuals.
TORY Z. WESTBROOK, M.D., age 44, of Manchester Road in Glastonbury, was charged with six counts of Second Degree Larceny by Defrauding A Public Community, a class C felony punishable by up to 10 years in prison for each count, and six counts of Insurance Fraud, a class D felony punishable by up to 5 years in prison for each count.
The arrest stems from an ongoing investigation that began in February 2012, when one of Dr. Westbrook’s patients, who is a Medicaid recipient, complained that he had sexually assaulted her during an office visit. Subsequent investigation by Inspectors in the Medicaid Fraud Control Unit in the Chief State’s Attorney’s Office disclosed that during 45 office visits that took place between February 25, 2010, and February 28, 2012, Dr. Westbrook had billed the state’s Medicaid Program for professional services and treatment that he had not rendered to the patient who complained.
Dr. Westbrook was arraigned today in Middlesex Superior Court and released on a $50,000 non-surety bond. The case was continued until November 13, 2012.
The charges against Dr. Westbrook are merely accusations, and he is presumed innocent until and unless proven guilty beyond a reasonable doubt.
The arrest warrants in the Medicaid case have been ordered sealed by the court, and the investigation is continuing.
The case will be prosecuted by the Medicaid Fraud Control Unit in the Chief State’s Attorney’s Office. The Unit is grateful for the assistance it received in this investigation from the Clinton Police Department, the Connecticut Department of Public Health, the Drug Control Division of the Connecticut Department of Consumer Protection and the Office of the State’s Attorney for the Judicial District of Middlesex.
